Ratchet is correct. Sony says you must be a LICENSED developer (key word!) in order to make these. So not only a developer kit, but you gotta have an in with them. What does this mean exactly? It means that a developer needs to spend money to pay employees to make the theme, and then pay to have it posted on the network – hence why they're charging us for the themes. Apparently even at $3 a theme, its not even close to profitable for them. This is why the free dynamic themes are rare (or any for that matter). If anyone has played WipEout HD recently you'd notice that the online play has very little players on (last nite a total of 4 games on the whole server), so this free theme is probably just an attempt to boost some sales, especially now that its heading to retail.
